The most common use of this tag is this: It is used to indicate that the clothing is unnaturally form-fitting to a depicted female's breasts, to the point where the female depicted would not even be able to properly put the clothing on without an unreasonable amount of effort, if it would even be possible to wear the clothing. In that way, it is somewhat of a misnomer, and actually refers to clothing that would be impractically form-fitting, but not necessarily impossible.
