The Wikipedia has an extensive article on it: en.wikipedia.org/wiki/Dutch_angle Besides using it for psychological effect, many times in CG the perspective is tilted simply to get more of the character into the frame. In the days of 640x480x16 color displays, the artists commonly did a color sketch first using traditional media, right side up, then drew an inset rectangle including as much of the character as possible. This part of the picture was then redrawn as CG. If the game was popular, the sketches were published as an artbook to make more money.
