I feel the need to clarify here. The design documents referencing her design inspirations and being Latina were specifically for the beta design that has also been leaked. Obviously the modern Skyla that appears in the final product has changed greatly from those old beta designs and now doesn't really match those old design documents that much. It's similar to how Elesa's old design documents said she was 15, which can be clearly seen in her beta design, but was also obviously changed in the final game where she made an adult.

Scrapped conceptual design documents are just that, scrapped conceptual design documents. They existed to help convey ideas but they went through changes and none of them are canonical due to no longer really reflecting the final product.
